| Abstract: | The key point of rule by morality is the implementation, which is a thought provoking issue. The demand of the reality and the experiences obtained from history indicate that to rule by morality, we must rely on the subject: the people, and must combine the morality with the laws to create a friendly setting for rule by morality. |
