| 摘 要： | 目前,我国高等教育在资源配置、宏观布局、收费制度和招生制度等方面存在着一些非公平现象,这些非公平现象大多源于非理性决策,需要通过高等教育理性决策,特别是制度变革和制度创新来逐步加以解决。

| Abstract: | Currently,some unfair phenomena exist in our higher education in the following aspects: resources distribution,macroscopic allocation,charging system and enrollment system.Most of these unfair phenomena originate from irrational policy-making and can be solved through rational policies,especially the system reform and system innovations of higher education. |
