社会文明最终要体现为社会组织的文明,社会的和谐离不开社会组织的和谐,促进非政府组织的有序化发展,才能为构建和谐社会创造良好的社会环境和条件。因此,对非政府组织的涵义、性质和特征,中国非政府组织的现状及存在问题,中国非政府组织的存在方式和分类,以及中国非政府组织运作及其发展中的法律问题进行探讨具有重要意义。

How to Build a Socialist Harmonious Community: Promoting Normal Development of China's Non-government Organizations

Social civilization ultimately indicates the civilization of organizations in a society.Accordingly,a harmonious society reveals the harmonious relations of organizations in the society.To create good social conditions and a favorable environment for building a harmonious society,we must promote normal development of non-government organizations in China.By analyzing the definition,nature and features of non-government organizations and observing the status quo,existing problems,modes and classifications of Chinese non-government organizations,this author gives his opinion on legal problems and other issues arising out of the operation and development of non-organizations in China.
