| 摘 要： | 农村宅基地产权流转应和城乡一体化统筹发展相结合。农村宅基地产权流转合理配置问题是产权制度问题。农村宅基地使用权用益物权属性的实质是农村住宅社会保障价值形态的转化。农村宅基地产权可流转制度的构建是农村社会经济现实发展的迫切需要。
