| 摘 要： | 为加深对边检工作“一个中心、两个坚持”、“三大支柱”建设的理解和把握，加强和改进边检工作，适应上海口岸“四个中心”建设，我们要从边检工作方针从“管控”到“服务”的转变出发，结合上海口岸发展实际，辩证地把握和处理边检工作中的几大关系，突出解决当前边检工作存在的问题，推进边检精细化服务，以进一步提高边检服务水平。

| Abstract: | In order to get a deeper understanding and grasp on the new concept of exit - entry frontier inspection work,we should transform the guiding principle from administration to service,combine with the practice of port, grasp dialectically and deal properly with all kinds of complicated relationships,give prominence to solve the problem of exit - entry frontier inspection work,and carry the service standard a step forward for improving our service in exit - entry frontier inspection work. |
