摘    要:我国是人力资源大国,但又是人才匮乏尤其是高级人才匮乏的大国.只有将我圆的人力资源优势最大程度地转变为人才优势,实施人才强国战略,我们的国家、民族才能在日益激烈的国际竞争中立于不败之地.而提高人才管理队伍的素质,加大人才培训力度,创新人才激励方法,是人才资源开发利用之有效途径.

Abstract:Chinese human resource is abundant, but person with ability especially high-class talent person is absent. Only change the superiority of human resource into the superiority of person with ability resource, bring into stratagem of using person with ability to powerful our country, our country and nation can be in an invincible position in competition. But improve stuff of talent person managing troop, strengthen the training of talent person, innovate in method of inspiriting talent person, it's effective mehtod to using and exploiting human resource.
