对江西省省农村道路交通管理工作机制创新的思考

随着农村道路建设与农村机动化水平的不断加快和提升,江西省农村道路交通管理面临着严重问题,存在农村机动化水平的快速提升与交通工具的安全性能差、农村出行需求的急剧增长与农民交通安全意识的淡薄及＂村村通公路＂的全面实施与交通安全设施的缺失三个方面的矛盾。应从政府职能部门的层面上推动农村交通管理工作社会化进程,公安交警部门应创新工作方法,提高管理效能,创新农村交通管理工作机制,为加强农村交通管理工作提供坚强的组织保证,加强领导和部门协作,完善农村道路交通管理工作机制,从而开创农村交通管理工作新局面,实现农村交通安全形势的根本好转。

Thinking on Jiangxi Province Rural Road Traffic Management Mechanism Innovation

With the accelerating and ascension of the rural road construction and rural motorization level,there are serious problems in jiangxi province rural road traffic management,which includes three contradictions： the rapid ascension of rural motorization level and poor safety performance of the transportation;the sharp growth of the rural travel demand and weak farmers＇ traffic safety cons ciousness;overall implementation of the ＂highway from village to village＂ and the lack of traffic safety facilities.Promoting rural traffic administration work socialization from the level of government functional departments,the public security traffic department should innovate working methods,improve the management efficiency,innovate of rural traffic management mechanism to provide the strong organization guarantee for strengthening the rural traffic administration work ,strengthen the cooperation between leadership and departments,perfect rural road traffic management system,therefore,create a new situation in rural traffic management to take the traffic safety situation for the better.
