| 摘 要： | 航权开放是海南国际旅游岛建设的重要内容之一,海南是我国实行航权开放的试点地区,充分认识和利用航权开放,能更好地推进国际旅游岛的建设。虽然海南航权开放试点已取得不少成果,但也存在许多问题。尽快通过海南航权开放方面的经济特区立法,将航权开放的政策措施法规化,是进一步搞好航权开放工作的关键所在。
