| 摘 要： | 农村集体是农民生活中的重要组织,一直以来都在农村管理和服务等方面发挥着难以替代的作用。目前,无论从理论上还是从实践上看,农村集体在建立农村养老保险制度方面也应该发挥一定的积极作用,但由于我国农村集体存在诸如职能混乱、经济能力日渐衰退等问题,难以为农村养老保险制度的建立提供有效的支持。本文主要分析了农村集体的现状及其在建立农村养老保险中的作用,同时提出了增强农村集体作用的相关建议。
