行政程序法的价值及立法意义

行政程序法具有公正价值、效率价值、秩序价值,加强、完善行政程序立法的意义在于促进民主政治的发展;保障公民的基本权利;遏制和消除腐败现象,促进廉政建设;克服官僚主义,提高行政效率。我国行政法领域中未来的立法方向应是制定一个包括行政立法程序、行政执法程序和行政司法程序在内的统一的行政程序法典。
