| 摘 要： | 南方三年游击战争能够得到胜利坚持并发展,干部地方化起了很大作用。推行干部地方化,是中国革命的特点所决定的,它有多种实现途径,从而对一切从实际出发,实现战略转变,以群众利益为重,制订正确的方针政策,增进干部团结,密切联系群众,建立军民鱼水关系等,都发挥了重要作用,成为三年游击战争胜利坚持的坚强保证。
