政府治理能力的强弱直接关系到人民群众的根本利益。就社会转型时期而言．食品和卫生安全、生产和财产安全、生活和生态安全及发展生产力等则成为人民群众的根本利益。而政府的治理能力则是人民群众根本利益实现的前提和尺度。为了切实提高治理能力．政府必须提高认识．统一思想；加大对关键部门和行业的监管力度；完善责任体系．建立责任政府；建立健全利益表达的渠道和机制；引进高级专业人才。

Whether the government 's administrative ability is strong or weak is directly related to people's fundamental interests.As far as the period of social transformation is concerned,people's fundamental interests concern the safety in food,sanitation,production,property,life and ecology and development of productive forces.Government 's administrative ability is the premise and yardstick in realization of people's fundamental interests.To raise the administrative ability,the government must deepen its understanding,unify the ideas,strengthen its supervision of key units and trades,perfect responsibility system,establish responsible government,set up sound channel and mechanism to express interests and introduce advanced professionals.
