| 摘 要： | 国家公务员公共服务能力是整体能力建设的重要组成部分,是建设服务型政府的基本要求,是贯彻落实公务员法的重要目标。目前,公务员公共服务能力欠缺的主要原因在于体制、机制的障碍。因此,通过严格执行公务员法来强化公务员管理,并加强以公共服务机制建设为主要内容的公务员能力建设,是提高公务员公共服务能力的主要途径。

| Abstract: | Public service ability is an important part of the civil servant capability building. Improving civil servant's public service capability is not only a basic requirement in constructing service oriented government. but also an important goal of carrying out the Civil Service Law. At present, the main reason of being short of civil servant's public service ability is the obstacle of system and mechnism. Therefore, reinforcing civil servant management through strictly carrying out the civil service law and strengthening the construction of civil servant' ability through public service mechanism construction will be the main approach to enhance civil servant's public service ability. |
