| 摘 要： | 《行政许可法》对实施程序进行了详细规定，但这些程序在实践中却遇到很多问题。行政许可实施机关往往以遵守程序较为麻烦为由，把程序仅仅停留于文本上；本来是为公民带来便利的“网上审批”和“联合、集中、统一”办理等程序设置，在实践中反而变成了公民的程序负担；听证程序、公开程序在实践中也都遇到立法时没有预想到的尴尬。
