How NGOs Use Their Facilitative Negotiating Power and Bargaining Assets To Affect International Environmental Negotiations1
Authors:Michael Lisowski
Abstract:This article argues that NGOs can “tip the balance” in favor of particular outcomes at international environmental negotiations by leveraging a combination of facilitative negotiating power and discreet bargaining assets. It uses the international climate change negotiations to illustrate how NGOs employ their facilitative power and bargaining assets, which stem from NGOs' transnational character, ability to increase the transparency of negotiations, and claims to legitimacy.
