| Abstract: | Freedom of petition is one of the elementary rights of the citizens, and has the distinctive character of universality, coerciveness, commonality and participation. The function of freedom of petition contains several aspects such as expressing public opinion, preventing corruption and peremptoriness of power, promoting the participant consciousness of citizens, avoiding intensification of social conflict and reconstructing the relationship between officers and soldiers. |
