Electric Industry Restructuring: An Overview of the Policy Issues

Affiliation:Roberto J. Cavazos is on the faculty of the School of Policy and Management at Florida International University in Miami. An economist trained at the University of Texas, he has held senior policy and analytic posts in the State of Texas, the City of New York, and with the Federal Communications Commission. He has published a book and several articles on economics issues in public policy.;Terry F. Buss is Director of the School of Policy and Management at Florida International university in Miami. He earned his doctorate in political science and mathematics at Ohio State University. In addition to directing public management programs and research centers at Ohio State, Youngstown State, University of Akron, and Suffolk University, he has also held senior policy advisor positions at the U.S. Department of Housing and Urban Development, the World Bank, the Congressional Research Service, and the Council of Governors' Policy Advisors. He has published 250 articles and 11 books on public policy issues.
Abstract:abstract The crisis precipitated by the flawed restructuring of California's electric power industry focused national attention on the questin of whether to allow utility companies-highly regulated by government-to operate in a deregulated energy market. This symposium examines the issues involved in moving from regulation to deregulation of the electric power industry. This introductory paper reviews the deregulation policy issues and discusses California's deregulation experience to put the issue in context.
