关于土地制度改革和土地权益问题的思考

改革开放以来，我国政策支持和财政投入的力度并未使农业落后状况得到根本改变。改革土地制度、明确土地权益关系是增加农民收入、加快农业发展的重要途径。加强土地立法、明确土地制度中的权益关系、规范土地交易、鼓励土地集约化经营、加快土地权益证券化等是进行土地制度改革、理清农村产权关系的重要举措，将为建设社会主义新农村作出一定的贡献。
