对公共管理学科生存与发展的反思

公共管理学科在中国当前的发展既面临前所未有的机遇，同时也存在难以突破的瓶颈。借鉴工商管理领域分析企业生存与发展所采用的分析工具，即产业壁垒与盈利性之间关系，对公共管理学科体系的生存现状进行分析，显示当前公共管理学科正处于进入壁垒很低而退出壁垒较高的尴尬境地。完善公共管理学科体系，不仅需要学界加快加大理论构建的步伐和力度，促进学界与实践部门之间的良性互动，更需要实践部门给予实质性的回应和支持。
