| 摘 要： | 在非政府组织(NGO)的作用得到人们更广泛的认可的同时,必须正视其发展中所存在的各种阻碍因素,只有为其发展提供更切实的保障,才能够使日益繁荣的非政府组织发挥其应有的积极作用。而作为组织发展的基础,良好的法律环境的构建显然有其现实意义。

| Abstract: | With the inceasing of attention paid to the functions of the NGOs,it is necessary for us to face up with the negative factors in the process of NGOs＇ development.Only when practical guarantees are provided,the positive role of NGOs should not be played.Thus,it is of realistic significance and necessity to build up a good legal environment,which is the bacis of the development of an orgnization. |
