| 摘 要： | 西部大开发是党中央为振兴西部经济所作出的重大战略决策。公安出入境管理适应西部大开发的新形势 ,必须实现思想上的大解放 ,努力克服不适应的思想观念、民警素质、管理体制和管理手段 ,强化服务意识 ,增强服务职能 ,为西部大开发提供更多、优质、高效的出入境管理服务。

| Abstract: | Developing the west is an important strategic policy made by the Party Central Committee in an effort to invigorate the economy of the west. Adapting to this policy, we should follow the new situation in border-exit-and-entry management,emancipate our ideologies,spare no time to conque the out-dated ideas and management system and means, enhance qualifications of police officers, intensify service functions and consciousness at aim to provide more high guality and highly-efficient border-exit-and-entry management service. |
