实现国家安全:地区安全建设的视角——以欧洲为例的分析

探讨摆脱安全困境的途径,是进步性的国际关系研究的一个重要议程。本文认为,在一个有限的地理区域和有限的国家群体内,通过共识与集体合作的努力,无政府可以逐渐得到有效的组织、管理和较为成熟的发展,国际体系结构的改善和整合能够消弭安全困境赖以存在的条件与环境。地区安全意味着地区作为一个整体的安全,它具有地区体系结构是稳定的、可预期的属性。只有首先实现了地区安全,国家安全才是可能的。地区一体化蕴藏着清晰的地区安全逻辑以及极大的地区安全价值,欧洲的发展就是一个例子。

Pursuing National Security:Regional Security-Building Perspective

Exploring the ways to get off security dilemma is an important research agenda for progressive international studies. This paper holds that international anarchy can be effectively organized and managed and become mature gradually, through consensuses and collective efforts, within a limited geographical area and states group; and the improvement and unification of international system and structure can help to put an end to the conditions and environment on which the security dilemma depends. Regional security means security for region as a whole and has the attributions of stability, integrity and predictability. Only by achieving regional security, can national security be thoroughly realized. Regional integration contains clear logics and great values for regional security. The development in Europe is just an example.
