延迟退休国际比较与经验借鉴

摘    要:本文对世界各国延迟退休背景和改革概况进行比较,发现世界各国改革措施有:规定法定(正常)退休年龄、最低退休年龄和最晚退休年龄;采用奖惩措施鼓励延迟退休;小步慢推完成延迟退休改革目标和男女退休年龄趋于一致。对我国延迟退休的必要性进行分析,并主张从循序渐进推进延迟退休改革;实现男女退休年龄均等化;区分退休年龄和养老金领取年龄;加强监管控制提前退休以及依法推进制度改革几个方面借鉴国际经验进行改革。

Abstract:This paper compares the background and reform of delayed retirement for different countries in the world.There are some common reformmeasures:to provide statutory (normal)retirement age,minimum retirement age and the latest retirement age;use of incentives to encourage delayedretirement;to complete the goal of deferred retirement reform tardily and the retirement age of men and women tend to be consistent.The articleanalyzes the necessity of delaying retirement in our country and draws the conclusion that it is necessary to advance the delay retirement reform stepby step,equalize the retirement age of men and women,differentiate the retirement age and pension age,strengthen the supervision to control earlyretirement and promote the system reform according to intemational experience.
