效率：依然是“效能革命”的目标

目前,我国地方政府进行的“效能革命”或“效能建设”的基本目标仍然是行政效率。从“教能革命”的具体做法与实际取得的成效来看,这一改革实际上解决的是政府办事的方式与场所的问题,带来的直接结果是办事速度的加快,这的确在某种程度上提高了行政效率。但是,“效能革命”无法解决行政效率低下的体制性问题,因此可以说,这一“革命”无法从根本上建立可持续发展的长期机制,这一目标需要长期的一系列改革才能实现。

Efficiency: Still the Objective of "Efficacy Revolution"

At present, the basic objective of "efficacy revolution" or"efficacy building" proceeding from local government of our country remains to be the administrative efficiency. Considering from specific practices of "efficacy revolution" and the actual effect achieved, what this reform has resolved in fact is the problem of the way and location in which government handles affairs. As a result, it has brought directly the expedition of handling affairs, and has really improved administrative efficiency to a certain extent. However, "efficacy revolution" is unable to solve the administrative inefficiency due to systematic problem. That is to say, this "revolution" is unable to establish long-term mechanism of sustainable development fundamentally, and hence requires a series of long-term reforms to realize such objective.
