| 摘 要： | 文章主要研究在WTO机制下,贸易造成的跨国环境损害,如何由国家承担国际赔偿责任。即如何最大限度地将一国国库作为损害赔偿的资金保证,使受害方得到充分的赔偿,最终使受损的环境得到有效的恢复。同时促使国家机构充分履行其职能,对贸易环境损害的发生起到一定的预防作用。

| Abstract: | The article mainly researches on the problem that how the countries afford the international compensation responsibility as the transnational environment damage happened during the international trade.That is to say how to make the national treasury furthest to be a capital guarantee to the damage compensation,injured part can get compensation,and the environment can be restored efficiently.At the same time,the administrative departments can perform functions actively and prevent the damage to happen. |
