| Abstract: | In general, the Communist Party exercises its state power in an underdeveloped country. Therefore, its primary task is to develop productivity, and its basic patterns for governance includes the rule of law and democratic government. To enhance the ability of its governance, the Party must occupy an established place between the citizen, the political party and the State. |
