| 摘 要： | 党的十七大提出了全面建设小康社会奋斗目标的新要求，这是对中国特色社会主义建设规律认识的深化。为了实现全面建设小康社会奋斗目标的新要求，必须贯彻落实科学发展观，营造良好的国内国际环境，注重解决人民最关心、最直接、最现实的利益问题。

| Abstract: | The 17th CPC National Congress extended the new request for building a well -off society in an all - round way. This is the new improvement on building a socialist country under the rule of law. To fulfill this task, we must carry out the Scientific Outlook on Development; build a suitable internal and external environment and focus on dealing with the problems on which the people most concern, most direct and the most real ones. |
