严格执法与解决经费不足的关系

经费紧张一直是困扰公安执法工作的难点问题。乍看起来二者是一对不可调合的矛盾 ,通过不断的研究与实践 ,就会发现它们之间的关系是协调一致、相辅相成的 :如果真正做到了严格执法 ,就会增加公安机关的财政收入 ,就会解决经费不足的问题 ;反之 ,如果不严格执法 ,不仅公安机关经费问题解决不了 ,反而会因行政败诉赔偿造成公安经费的巨大损失。
