大学生助学贷款还贷瓶颈及对策研究

近年来,我国的大学教育由公费变自费,且收费逐年提高,许多贫困学生的受教育权利因而受到很大限制。国务院于1999年颁发了大学生助学贷款政策,对缓解此严峻形势取得一定成效,但该制度本身的不完善和部分大学毕业生的违约,导致银行亏损严重,进退两难。为此,相关部门和机构应拿出相应对策,尽快解决大学生助学贷款的瓶颈问题,从而完善助学贷款机制。

Study and Countermeasures on the Block of College Students' Repaying Stipend Loan

During recent years,the tuition of university education in China has transformed from being state-paid to individually paid,while the fee is increasing during the period.That has greatly limited some poor students' right to enjoy education.In 1999,the State Council issued the policy of repaying stipend loan for university students,which was relatively effective to relieve the serious situation.However,with the imperfectness of the policy and some university students' breaking the contract,banks involved lost large sum of money and got in an embarrassed situation.Therefore,departments and organizations concerned should figure out countermeasures to solve the block of university student's repaying stipend loan so as to perfect the system of stipend loan.
