The position of Permanent Head of a ministerial department is a central feature of the Westminster system of government as it evolved in Britain during the nineteenth century. It has been adopted and applied in Australia with some variations. It is not surprising, therefore, that when debate takes place about the system of public administration the role and functions of Permanent Heads receive much attention.
