| 摘 要： | 文章主要通过现行宪法颁布后,《立法法》施行前后两个阶段全国人大常委会备案制度的运行状况,指出了我国全国人大常委会的法规备案制度没有很好的发挥作用,接着通过分析原因提出了如何完善现行全国人大常委会法规备案制度的对策。

| Abstract: | Under the current constitution, this text mainly implements the operation conditions of the system of the regulation put on record of Standing Committee of the National People's Congress before and after "legislative law", then points out the system of the regulation put on record of Standing Committee of the National People's Congress in our country is not of very good function. This text Analyses the reasons and put forward the countermeasures how to improve the system of the regulation put on record of Standing Committee of the National People's Congress. |
