| 摘 要： | 十六大报告提出的对国有资产实行“分级代表”,与以前的“分级管理”体制有重大不同。地方政府对国有资产管理需要建立三级管理体制,地方政府管理国有资产的范围及地方政府对国有资产管理的体制走向需要探讨。
