韩中合作强化方案考察

2012年是韩中建交20周年。在克服漫长的冷战时期积累起来的敌对和不信任的同时,过去20年来韩中关系取得了耀眼的、飞速的发展。在正式层面上,两国经过善邻友好关系一合作伙伴关系一全面合作伙伴关系,最终建立了“战略合作伙伴关系”。在21世纪的新环境中,韩国和中国也可能比过去20年的发展更进一步,发展成追求战略上的共同目标和利益的战略共进关系。但伴随着这种正面的因素,也同时存在着美国和中国、中国和韩国的战略利益彼此冲突的危险。特别是在像美中势力转移时代这样不确定、不稳定因素繁多的时期,反而要在明确核心利益的差异是什么、承认彼此间差异的基础上更进一步,发展实现相互合作和双方利益的“和而不同”的外交。

A Study on Methods to Promote South Korea-China Cooperation

The year 2012 marks the 20-year-old diplomatic relations between Korea and China. While overcoming the feelings of hostility and distrust that have built during the Cold War, the relationship between the two countries has dramatically been advanced. The two nations＇ relationship has been developed in the following order： good-neighbourliness, mutual cooperative relationship, full-scale mutual cooperative relationship and mutual strategic cooperative relationship. It is possible, of course, that Korea and China will step forward to a relationship of strategic co-evolution where they pursue strategic common objectives and benefit in a new environment of the 21st century. Under the regional security and strategic environment of the 21st century, however, there is also the risk of conflicts between America and China along with China and Korea in terms of strategic benefit. In particular, in this unstable and insecure era of power transfer from America to China, a new principle for cooperation between Korea and China should be ＂ pursuing common cooperation and benefit and having good relationship but based on careful and clear acknowledgement of difference. ＂
