| 摘 要： | 推进义务教育均衡发展是中央做出的明确部署，也是中央和各级地方政府社会管理职能、公共服务职责的体现。2006年9月1日开始实施的新《义务教育法》，重申了政府在促进义务教育均衡发展中的责任，为各级政府指明了发展教育的重点和努力方向，也为促进我省义务教育发展打开了新的思路。强化政府责任，发挥政府的主导作用，成为我省推进义务均衡发展的关键。
