河南省农民工养老保险制度的实施困境及其对策初探

完善农民工养老保险制度,直接关系到农民工养老权益的保障和我国“三化”进程的实现.从目前河南省农民工养老保险的实际情况来看,现有政策虽在一定程度上体现了社会公平的原则,但仍存在诸多制度困境,阻碍了农民工养老保险的实现;同时,农民工主体性实现面临自我约束和社会约束双重困境,影响了农民工参保的积极性.因此,需要进一步完善农民工养老保险的制度建设,创建农民工参与养老保险主体性实现的条件,以便提升农民工养老保险的实施效果.

The Predicament and Countermeasures in Implementing Migrant Workers Endowment Insurance System in Henan Province

Improving the migrant workers endowment insurance system will directly influence the migrant workers＇ rights and interests and the process of ＂the new-type industrialization, new-type urbanization and ag- ricultural modernization＂. Take Henan province as an example： to a certain degree, the existing policy mani- fested the principle of social fairness and justice, but there are many defects in this system that hinders the im- plementation of migrant workers endowment insurance. In the meantime, the migrant workers＇ subjectivity im- plementation is in the predicament of self-restriction and social restriction, which marred the migrant worker＇ s enthusiasm for the insurance. Therefore, the relative system shall be further improved to provide adequate pre- conditions for implementing the system of migrant workers endowment insurance.
