关于成立民营银行问题的观点评析

一些学者建议在中国成立民营银行以打破国有银行垄断格局,增强银行业的竞争力,解决中小企业融资问题,完善金融体系.但另一些学者认为我国目前各方面条件还不成熟,成立民营银行风险较大,"鲶鱼效应"难以实现.虽然中国银行业改革已迫在眉睫,但民营银行在实现其功能的市场定位上存在着难以调和的矛盾.实际操作有较大困难.因此,就我国金融业现状而言,国有银行的民营化比建立新的民营银行更为重要.

Analysis of the View of Establishing Privately-run Banks

Some scholars suggest that establishing the privately-run banks can break the monopolization pattern of the state-owned banks,strengthen bank's capability of competition,solve the financial problems of the enterprises of small scales,and perfect the financial system.However,some others think that the condition is immature, that there is great risk of estabilshing privately-run banks,and that it is hard to realize the "catfish effect".Though the reform of the banks of China is very urgent,there seems to be no room for compromise in realizing the market position of the bank's functions and there is great difficulty in practical operation.Therefore,as for the present situation of the financial industry,to run the state-owned banks privately is more important than to establish new privately-run banks.
