| 摘 要： | 法律信仰是法治“硬件”建设的“软件”支撑体系，是西部大开发法治环境建设的内在精神支撑，而西部地区法律信仰现状则不令人乐观。因此，必须从增强立法者、司法人员、领导干部、民众的法律信仰入手，才能创造出良好的法治环境。

| Abstract: | Belief in law is the software supporing system of the hardware construction of ruling by law, is the inner spiritual support to form the conditions for ruling by law in exploring the westem district,hut the current situation of belief in law in the westem district is not satisfied.So the legislative staff, judge,cadres and people must strength the belief in law,then a good environment of ruling by law can be formed. |
