On Some Rational Thoughts about Constructing Legal State

The purpose of constructing legal government is set up in the implementing program about promoting administration by law that is issued by Central government. To realize the purpose, we must change government's office, and reform the administrative management system. Only by defining government's office scientific and rule it by law, we could set up limited and promising government; only by reform administrative management system, we could provide system safeguard for administration by law.
