| 摘 要： | 在政策过程中,政策执行是将政策目标变为政策现实的唯一途径。制约政策有效执行的因素有很多,基于制度的视角,影响政策有效执行的主要制度因素是决策体制、执行体制、社会支持机制、监督制度和行政责任追究机制。

| Abstract: | During the course of policy,it is the policy implementation that is the only way to make the aim of policy become reality.There are many factors influencing our implementing policies.Basing on the instituation perspective,we get to know that the major factors include the policy-making system,the implementation system,the social support mechanism,the supervision institution,the mechanism of investigation on administrative responsibility. |
