| 摘 要： | 政府由全能政府向有限政府的转变过程中,必须重视和解决农业和农民分散化和非组织化问题,农业专业经济协会是解决这一问题的有效组织形式,只有对农业专业经济协会进行科学合理的定位,充分认识其作用,才能有一个清晰的发展思路。

| Abstract: | The government by the versatile government to in the limited government's transformation,must take and solve the agriculture and the farmer disperses the question and the non-organization question,the agricultural specialized economical association solves this question effective organization form,only then carries on the science reasonable localization to the agricultural specialized economical association,fully knew its function,can have a clear development mentality. |
