| 摘 要： | 公民参与是现代政府绩效评估不可或缺的重要环节,是促进政府绩效评估民主化、科学化的有效途径。本文在分析政府绩效评估中公民参与价值的基础上,针对具体实践中影响公民参与评估的主要因素,指出了扩大公民参与评估的基本路径。

| Abstract: | The participation of citizens is not only an important part in the evaluation of modern government performance,but also an valid way to make the evaluation democratic and scientific.Being based on the analysis of the value of the citizens' participation in the evaluation and considering the main factors that have effect on the evaluation in the particular practice,the article points out the elementary methods to expand the participation of citizens. |
