论兵团土地承包经营权的物权化改革

我国现行的土地承包经营权在一定程度上调动了广大农工的生产积极性,维护了土地承包经营长期而稳健的发展。但是由于兵团的特殊体制,使得团场土地的承包经营权缺乏物权的保护。兵团土地承包经营权物权化改革,必须建立兵团土地承包经营权的登记公示制度,依法保护土地承包经营者的物权权利;依法推动土地承包经营权流转方式的创新,最大限度地优化土地资源的利用;进一步规范土地承包费用,切实减轻职工负担。

Reform on Property Right Legalization of Contracted Management of Lands in Xinjiang Construction Corps

The contracted management right of lands has improved the production enthusiasm of peasants in some degree and ensured the stable development of contracted management.Due to the special system of Xinjiang Construction Corps,the contracted management right of lands there lacks of the protection of real right.The reform on property right legalization of contracted management of lands in Xinjiang Construction Corps should set up the registration and notification system,protect the property right of contracted management peasants,improve the transferring ways of contracted management right of lands,optimize the exploitation of land resources,further normalize the expense of contracted management of lands,and release the practical burdens of farmers and workers in Xinjiang Construction Corps.
