和谐社会的理念是在社会分化的现实状况下提出的,它是社会分化过程的有机延续,是对社会分化过程不合理现象的修正,而决不是对于社会分化的否定.因此,和谐社会作为一项政治承诺,很可能由于被曲解而产生诸如平均主义、政府依赖等危机现象.作为政府、市场之外的"第三种机制",非政府组织发展不仅是"和谐社会"建设的一个部分,其本身更是"和谐社会"的重要建设路径.非政府组织发展可以防范可能产生的危机现象,并以切实扩大"政治参与"、构建利益组织化的社会结构、以群体间谈判减少治理冲突的成本等方式,实现其对和谐社会建设的推进.
