新疆兵团“新三型”职工发展问题研究

摘    要:兵团职工是屯垦戍边的直接载体。新的历史时期,尤其是国家确立"推进新疆跨越式发展和长治久安"的重大战略目标后,兵团肩负的屯垦戍边使命也应该被赋予新的时代内涵。因此,培育顺应时代要求的"新三型"人才不仅是兵团自身发展的现实亟需,更是事关新疆跨越式发展和长治久安的长远大计。具体来说,兵团应以知识型、科技型、军事型的"新三型"职工作为人才发展策略,这对于兵团更好地发挥"三大作用",努力发展成为国家西北的经济富庶区,优秀人力资源和现代文明的聚集地具有重要意义。

Abstract:The corps’ workers are direct carrier of safeguarding the borders.At the new historical period,the mission of safeguarding the borders shouldered by the Corps should be given a new meaning,especially after the central government establishing major strategic objectives——"advancing xinjiang great-leap-forward development and stability" Therefore,the fostering "new III " talent is not only the realistic need for development of corps,but also relates to the real biodiverse Xinjiang great-leap-forward development and stability of long-term interests.Specifically,the Corps should establish strategy of talent development based on "new three-type" staff featuring knowledge,science and technology,military-type,which is significant for the Corps better playing the "three major roles",striving to be economic prosperous area of northwest district of our country and the gathering place of excellent human resources and modern civilization.
