面对改革开放以来世界范围内各种思想文化和社会思潮的交流、交融、交锋日趋频繁的严峻形势，面对胡锦涛总书记在建党九十周年纪念大会重要讲话把思想懈怠列为四种危险之首的清醒认识，公安院校要深刻认识思想政治工作的重要性，切实增强做好思想政治工作的主动性和使命感；认真研究新形势下加强和改进公安院校思想政治工作的有效途径，不断赋予思想政治工作以新的时代内涵。

Since the reforming and opening, social trends and thoughts all over the world exchanged, combined and confronted. In the commemoration meeting of the 90th anniversary of the founding of the Communist Party of China, Hu Jintao-the General Secretary -placed the slack of the thoughts as the first place among the four dangers.
