论宁南山区农村劳动力结构调整问题

进入20世纪90年代以来,宁南山区农村劳动力结构调整遇到了新的压力,农村劳动力供大于求的矛盾日趋尖锐。劳动力素质难以适应产业结构调整的需要,就业机制不利于农村剩余劳动力向非农产业转移。因此,进一步加快农村劳动力结构调整步伐,逐步转移农村剩余劳动力,实现农村劳动力资源的合理配置,是今后宁南山区农村社会经济发展中的一个重要问题。

On the Readjustment of the Rural Labor Force Structure in the Southern Mountainous Regions in Ningxia

Since 1990s, the readjustment of the rural labor force structure in the southern mountainous regions in Ningxia has encountered new problems. The situation in which the supply of the rural labor force exceeds demand is getting worse. The quality of labor force is not good enough to meet the need of the readjustment of industrial structure. The employment system is not favorable for the transfer of the surplus rural labor force to non agricultural sectors. Thus it is an important task for the social and economic development of the southern mountainous rural regions in Ningxia to speed up the readjustment of the rural labor force structure, to transfer the surplus rural labor force and to have a rational distribution of the rural labor force.
