| 摘 要： | 国有企业在承担社会责任的过程中,常常会出现企业自身利益与社会整体利益之间的矛盾。企业承担社会责任的意愿不足、资源配置不合理等现象极其普遍,这主要是因为在没有良好的制度规制的前提下,国有企业承担社会责任的行为会出现偏差。本文认为,政府应构建一个制度平台,对国有企业的行为进行相应的规制,以促进国有企业社会责任的承担和落实。
