| 摘 要： | 本文以历史发展为线索,认为行政责任伦理内在价值向度转换的历史轨迹经历了威尔逊的无道德行政、马克斯.韦伯的个体先在的责任伦理、罗尔斯的社会道义的公共责任伦理、后罗尔斯的公共伦理与个人伦理相统一的责任伦理的变化。同时,本文认为,行政责任伦理的研究内容包括责任伦理理念、责任伦理要素、制度(规则)伦理三个方面,行政责任伦理的特征表现为:应然与实然相统一、非自律与自律性相统一、公共伦理与个体伦理相统一、普遍性与特殊性相统一。
