| 摘 要： | 受西方公共服务创新理论与实践的影响,政府购买行业协会服务在我国快速发展。由于政府购买行业协会服务目前只可能采取非竞争性购买的方式,以及购买的高度复杂性,政府亟需加强对购买的管理,首先应明确所能购买的服务范围,其次要规范购买过程。
