| 摘 要： | 本文以公共资源利用方式为切入点,运用利益相关者博弈均衡分析方法对现行中国海洋渔业资源管理的制度选择进行了理论解释,尝试性地在理论上拓展了自组织的实现方式,建立了关联博弈模型,提出了有效利用海洋渔业资源的方式:即地方政府投资建造公共渔船网具等渔业生产资料,并在一定的条件下将使用权转让给渔民,实现产权私有、政府干预和利用者的群众组织三种方式的优势互补,从而指出解决中国海洋渔业资源优化配置问题的制度改进思路。
